Police arrest unregistered sex offender on campus in late September

An arrest was made on Sept. 25, following the report of a man loitering in an ADA stall in a women’s restroom located on the first floor of the Science and Math Building (SCMA).

According to the case details made public through Mustang Alert, the suspect was reported to be loitering in an ADA Accessible stall in the women’s restroom, looking through the cracks in the stalls to observe women in the restroom. The suspect was reported at 12:09 P.M.

San Joaquin County Jail records showed Michael Humphrey was booked by the San Joaquin Delta Community College District Police Department the same day.

The campus police alert noted the suspect was booked on four crimes. Those crimes, according to the booking log, were: failure to register as a sex offender while studying or employed at a college, failure to follow parole, unlawful entry in school grounds as a sex offender, and disorderly conduct. The warning states that he is on the Megan’s Law website. 

Later court records reduced the number of charges to two: “sex offender unlawfully entering school” and “disorderly conduct in or about toilet,” the second of which was dismissed.

Despite being charged with failing to register as a sex offender while as a student or employee at a college, it cannot be confirmed whether or not he was a student. 

“We can’t go into student status,” said Chief Officer Robert Di Piero. “He did, however, fail to register as a sex offender.”

Humphrey was sentenced to one year of informal probation on the first charge on Sept. 27. 

According to the 2023 Jeanne Clery Report, there have been two incidents of sexual offenses reported to the District Police between 2020-2022. Both were labeled as forcible fondlings.

There have also been ten other criminal offenses committed on Delta property from 2020 to 2022; five burglaries, one motor vehicle theft, and four cases of arson.

Despite those reports, the District Police still labels the Delta Campus a safe community, according to the campus-wide email sent on Sept. 27, stating, “We are pleased to announce another year with extremely low crime rates!”
